Recognition and exclusion of hazardous and prohibited wastes training

As stated in Section 2.1.2 of the Solid Waste Regulations, all personnel involved in waste handling operations must be properly trained, which includes training in the proper handling of waste, personal safety, container/label identification and proper equipment operations procedures.
 
Additionally, people responsible for conducting the random inspections must be trained in the recognition of hazardous “special wastes” and PCB wastes by attending a course designed by the U. S. Environmental Protection Agency, Solid Waste Association of North America, or equivalent. Annual training will enable landfill personnel to identify and manage regulated hazardous wastes and other wastes prohibited from disposal at the facility.
 
Typical annual training programs include, at a minimum, the following components:
1.Colorado solid waste regulations.
  • Regulations and procedures for waste acceptance and exclusion.
  • Definitions of “hazardous waste,” “special waste,” and other regulatory definitions relevant to waste exclusion.
  • Current regulatory procedures for properly certifying and handling “special waste.”
2. Colorado Solid Waste Association of North America training.
  • Waste identification and evaluation including:
    • Basic understanding of hazardous waste and exclusions.
    • Basic understanding of physical characteristics of waste.
    • Identification of typical of hazardous, radioactive, regulated PCB, and untreated infectious waste.
  • Procedures for exclusion of residentially-generated motorized equipment waste (e.g., lead-acid batteries, waste tires, and used oil).
3. Facility Engineering Design and Operations Plan (EDOP).
  • Waste approval procedures.
  • Random waste screening inspection procedures.
  • Procedures to be followed upon discovery of prohibited waste (e.g., hazardous waste exclusion, regulated PCB exclusion, radioactive waste exclusion, and untreated infectious waste exclusion), including required notifications, safe storage, and verification of proper disposal.
  • Recordkeeping related to the acceptance of “special waste.”
Sample training acknowledgement form
Records are retained by the owner/operator and are available for inspection for a minimum of one year from the date of training.
