The Request for Applications for the Perinatal Health Quality Improvement Engagement Program will be released in Spring 2025.
Overview
The Colorado Department of Public Health and Environment's (CDPHE) Children Youth and Family Branch and Maternal Health Program is pleased to announce the Perinatal Health Quality Improvement Engagement Program (Engagement Program). SB 24-175, Improving Perinatal Health Outcomes, requires CDPHE, in collaboration with the Colorado Perinatal Care Quality Collaborative (CPCQC), to create the Engagement Program to distribute grants to select hospitals to support hospitals to meet the mandates of SB 24-175.
The Perinatal Health Quality Improvement Engagement Program mandates that hospitals that provide labor and delivery or neonatal care services participate in at least one maternal or infant health quality improvement initiative and meet reporting requirements.
The Engagement Program will provide funding to eligible hospitals in support of their participation in the Engagement Program in an effort to improve perinatal and maternal health outcomes in the state of Colorado.
Hospitals with labor & delivery or neonatal intensive care units are eligible to apply in fiscal year 2025-26 for the funds from the Perinatal Health Quality Improvement Engagement Program if they meet one or more of the following criteria:
A. Hospital in rural/frontier county, as defined by HRSA’s Rural Health Grants Eligibility Analyzer as having any areas of the county eligible for Rural Health Grants.

B. Hospital that serves a disproportionate share of Medicaid or uninsured patients, as defined as being qualified by HCPF to receive Medicaid Disproportionate Share Hospital payments.
C. Hospital that provides lower-acuity maternal or neonatal levels of care, as defined by levels I or II (basic or specialty care) under the American Academy of Pediatrics, American College of Obstetricians and Gynecologists, Society for Maternal-Fetal Medicine, Joint Commission, or CDC LOCATe guidelines.
Please provide your input by completing the Engagement Program Eligible Hospital Survey. CDPHE and CPCQC will use the survey results to inform the development of the RFA. This survey intends to gather input from eligible hospitals. It is requested that one representative from each hospital complete this survey to give equal voice to birthing hospitals throughout Colorado. This survey should take 10-20 minutes to complete and is anonymous. The survey will close on Wednesday, March 12, 2025 at noon.
