Below are ongoing and upcoming public participation opportunities with the Air Pollution Control Division. These events may be in-person, virtual, or hybrid. The division holds regular events such as public meetings, tutorials, and more. The division uses these meetings to share updates, learn from community experiences, and incorporate feedback into our work protecting clean air for all Coloradans.

Public Meetings
The air division’s public meetings provide an opportunity to learn more about air quality and climate change topics. These meetings generally provide opportunities for anyone to ask questions and provide feedback directly to the division. Register for upcoming public meetings below to join and learn more.
Air toxics health-based standards and permitting report
The Air Quality Control Commission chose five priority air toxics in January 2025. Next, the division will propose health-based standards for the five priority air toxics. The division is also developing a report on the scope of a potential air toxics permitting program. After receiving public input, this report will go to the General Assembly.
Join an upcoming public meeting to learn more and share your thoughts on health-based standards and the permitting report. The division is also offering an information session for community members to learn about air toxics in an accessible and plain language format.

Air toxics health-based standards and permitting report
The Air Quality Control Commission chose five priority air toxics in January 2025. Next, the division will propose health-based standards for the five priority air toxics. Draft high wind dust exceptional event demonstrations. Submit public comments by March. 2, 2025.
The EPA reviews requests to determine if exceedances of federal air pollution health standards may qualify as exceptional events. To request an EPA review, the division prepares exceptional event demonstrations. These demonstrations include supporting documentation and data.
The division prepared draft high wind dust exceptional event demonstrations for particulate matter (PM10) exceedances in:
- Lamar on June 8-9, 2020; Jan. 14-15, 2021; and Dec. 2, 2022.
- Pagosa Springs on May 5-8, 2022.
Submit comments to cdphe.commentsapcd@state.co.us using the subject line “High wind dust event demonstration” and specify which event(s) you are commenting on. The division will review all public comments received during the comment period. This feedback will help inform the final demonstrations.
Draft mitigation plans. Submit public comments by March. 2, 2025
The EPA requires mitigation plans for certain areas with recurring exceptional events. Mitigation plans summarize measures to address air pollutants and keep the public informed.
The division has prepared draft mitigation plans for:
- High wind events involving particulate matter in Alamosa County.
- High wind events involving particulate matter in Prowers County.
- Stratospheric ozone intrusion and wildfire events involving ozone pollution in the Denver Metro/North Front Range Nonattainment Area.
The division first developed these plans in 2018 and intends to open them for public review and feedback once every five years.
Submit comments to cdphe.commentsapcd@state.co.us using the subject line “Mitigation Plan Periodic Review” and specify which event(s) you are commenting on. The reports are available for public comment through March 2, 2025.
Ongoing technical expert online meetings
Technical expert online meetings provide an opportunity to listen to in-depth discussions among subject matter experts. The experts discuss topics related to the division’s work on air quality and climate change. These meetings are streamed live or recorded for transparency. These meetings generally do not provide a public comment or question and answer session. To provide feedback to the division, explore the division’s public meeting opportunities above.
The Nitrogen Oxides (NOx) Reduction Steering Committee began meeting in March 2024. The members committed to holding meetings once a month for at least six months. During these meetings, members engage in technical discussions on potential strategies to reduce NOx pollution. The focus is on reducing NOx emissions from oil and gas exploration and production processes in Colorado.
Meetings are held virtually. Members of the public are welcome to observe.

Colorado air quality regulation updates
The Air Pollution Control Division periodically proposes updates to existing air quality regulations to the Air Quality Control Commission. The commission reviews the proposals and determines whether to adopt any changes.
Many of these changes are minor or administrative. The division provides quick updates about these changes during public meetings. The commission’s website provides a calendar of upcoming meetings and more information on meeting topics.

- The air division will request that the commission set a hearing to consider establishing a new Regulation Number 31. The new regulation will address municipal solid waste landfill greenhouse gas control and monitoring requirements.
