Upcoming public participation opportunities

Below are ongoing and upcoming public participation opportunities with the Air Pollution Control Division. These events may be in-person, virtual, or hybrid. The division holds regular events such as public meetings, tutorials, and more. The division uses these meetings to share updates, learn from community experiences, and incorporate feedback into our work protecting clean air for all Coloradans.

Air Quality Awareness Week May 5-9

Each year, the CDPHE air division celebrates Air Quality Awareness Week to highlight important air quality topics and increase public awareness of how we can help improve the air we breathe. Be sure to check our social media posts throughout the week for helpful tips on what you can do to improve Colorado’s air.

Join the division for a free family-friendly community event to kick off Air Quality Awareness Week! Come learn about air quality, meet experts, tour state air monitoring vans, and enjoy interactive activities with prizes! Join the upcoming community event on Friday, May 2, 3-7 pm at City Park Pavilion in Denver.

Public meetings

The air division’s public meetings provide an opportunity to learn more about air quality and climate change topics. These meetings generally allow anyone to ask questions and provide feedback directly to the division. Register for upcoming public meetings below to join and learn more. 

Hearings on emergency generator use at military installations

The division is hosting online public comment hearings on changes related to emergency generators at military installations. The rule changes are part of House Bill 22-1372: Emergency Engine Exemption Emission Regulation. These public comment hearings will provide an overview of the state law and a discussion on how the law could impact nitrogen oxide emissions from emergency generators at military installations. Nitrogen oxides are air pollutants that contribute to ground-level ozone pollution.

The public comment hearings will be held virtually. Spanish interpretation will be provided upon request. Registration is required using the following links.

Current projects

Environmental Justice Summary Dashboard

Most air pollution sources in Colorado must submit an environmental justice summary before applying for an air permit. That means environmental justice summaries provide early notice before the division receives an air permit application. The environmental justice summary dashboard allows users to find a specific facility by name or enter a zip code for a list of recent submissions within a one-mile radius. Air permits open for public comment

The division opens numerous air permits for public comment each month. The division encourages anyone interested in air permits to visit the air permits public notices web page and sign-up to receive email updates by subscribing to Air Permit Public Notices. The division also shares upcoming public participation opportunities on its website and tips for submitting effective public comments.

Annual Air quality enforcement report

The division released a new annual enforcement report in March 2025. The report summarizes the number of complaints that led to enforcement actions, enforcement actions, and total penalties in disproportionately impacted communities and parts of Colorado that do not meet federal ozone pollution standards. The annual report covers enforcement actions, penalties and trends between October 2023 and September 2024. It shows the total, average, and median penalties for air quality violations have continued to increase over time. Information on enforcement actions the division took between 2018-2023 can be found in the five-year enforcement benchmark report released in December 2024. Ongoing technical expert online meetings

Technical expert online meetings provide an opportunity to listen to in-depth discussions among subject matter experts. The experts discuss topics related to the division’s work on air quality and climate change. These meetings are streamed live or recorded for transparency. These meetings generally do not provide a public comment or question and answer session. To provide feedback to the division, explore the division’s public meeting opportunities above.

The Nitrogen Oxides (NOx) Reduction Steering Committee began meeting in March 2024. The members committed to holding meetings once a month for at least six months. During these meetings, members engage in technical discussions on potential strategies to reduce NOx pollution. The focus is on reducing NOx emissions from oil and gas exploration and production processes in Colorado. 

Meetings are held virtually. Members of the public are welcome to observe.

Colorado air quality regulation updates

The Air Pollution Control Division periodically proposes updates to existing air quality regulations to the Air Quality Control Commission. The commission reviews the proposals and determines whether to adopt any changes.

Many of these changes are minor or administrative. The division provides quick updates about these changes during public meetings. The commission’s website provides a calendar of upcoming meetings  and more information on meeting topics

Upcoming proposed changes to existing Colorado air quality regulations include:

  • Proposed updates include:
    • Establishing a new Regulation Number 31, which will address municipal solid waste landfill greenhouse gas control and monitoring requirements.
  • Hearing date: August 21-22, 2025

  • Proposed updates include:
    • The Commission will consider revisions to Regulation Number 3 to address air toxics reporting, in response to House Bill 22-1244: Public Protections From Toxic Air Contaminants. This may also include revisions to Regulation Number 7.
  • Hearing date: April 16-18, 2025

  • Proposed updates include:
    • The Division will request that the Commission set a hearing to consider revisions to Regulation Number 28 to address technical corrections to the rule, specifically related to agricultural buildings, utility subscription services, and the annual fee deadline.
  • Hearing request date: May 15, 2025
  • Hearing date: September 17-19, 2025

  • Proposed updates include:
    • The Division will request that the Commission set a hearing to consider revisions to Regulation Number 30 to address the health based standards for the adopted priority air toxic contaminants, in response to HB 22-1244. The Division will also request that the Commission consider a non-substantive, restructuring revision to relocate the toxic air contaminant reporting requirements in Regulation Number 3 to Regulation Number 30.

  • Hearing date: September 17-19, 2025

10 tips for making effective public comments

Thank you for your interest in submitting comments to the air division. To protect public health and improve Colorado’s air quality, the division may present rules, permits, guidance documents, and other updates to communities so they can share their feedback and ask questions.
